The order these happen in

Her identity comes first
She reads your Training library and proposes an identity. Nothing else on these screens works properly until that is published, because her identity is what every channel starts from.

Then you adjust each channel
Chat and Voice share her identity but not her manner. Reading and listening follow different rules, so each has its own settings.

Skills shows you the result
What she can do follows from which specialists your hotel has. Skills is where you see the outcome, and where you check which lever lives on which screen.
Facts belong in Training, not here. These screens set behaviour — her tone, her manner, her limits. What she knows about your hotel belongs in Training. If you find yourself typing your breakfast hours into a personality box, that fact belongs in a document instead, where every channel can reach it and you can update it in one place.
